Yes, you can construct PowerShell scripts to automate everything, but you need to code the inter-app dependencies in the script to deploy in the right order.

Randy Paulo has a good starting point on his blog for a single-app deploy. You'd have to add the next layer of scripts to automate multiple app deploys.
