There are different versions of SSOSettingsFileReader.dll and SSOSettingsFileImport.exe for BizTalk 2013 vs. BizTalk 2010. If you have BizTalk 2013 installed then install the Deployment Framework, then the correct DLL and EXE will be installed to the Deployment Framework Program Files folder in Framework\DeployTools. It sounds like you're using the wrong version of the files.
